An Aktionspreis is an announced price reduction, and only shops can set one — never private sellers.
On a listing running an Aktionspreis you'll see the reduced price, next to it the struck-through reference price (“lowest recent price”), and the reduction as a percentage. The listing page also states that the reference price is the lowest price of the last 30 days, and — while the sale is still running — how many days are left. There's no fixed end date shown, and no live ticking countdown.
The shop doesn't choose the reference price. It's calculated automatically: the lowest price the listing had on Pedalia in the 30 days before the sale started. The percentage is always rounded down, never up.
A sale can only start once the price has stood unchanged for at least five days. It lasts at most 14 days — after that, the sale price automatically becomes the regular price. The shop can end it early at any time.
If a seller simply lowers the price without using the Aktionspreis function, all you see is the neutral note “Price reduced” — no old price, no percentage. See “What price am I allowed to state?” for more.
